Regular Leash

Any advice on leash training?
My fiancee and I are fostering a nine week old dalmation/lab mix puppy. She’s doing awesome on every facet of training except walking nicely on her leash. She either sits or lays down, (She loves grass, and wet dirt especially!) and refuses to move. I look like an idiot cause I’m on my knees, whistling, using silly voices and squeaky toys, and cajoling, with no results. We’ve had her for a week, and it never gets any better. When she’s not refusing to walk, she’s barreling ahead, throwing all her weight into her collar, and pulling in every direction she possibly can. I’m terrified she’s going to hurt herself, and I’m terrified I’m doing something wrong. I’ve never raised a puppy before, and my two dogs never presented this paticular problem. Help?
She walks on a regular collar and leash, no choke collars or anything.

Start walks AWAY from grass and dirt. If you have a parking lot or driveway around, carry her to the center of it and start walking. Hold a treat in front of her face as you walk. When she walks without sitting or laying, give it to her and tell her how good of a dog she is.
She’s probably very intelligent, but she’s also never seen a lead before.
For her pulling, allow me to introduce you to the Halti-Head Collar. It is the single greatest invention since the internet. Go to your local pet store, have her fitted, and begin to walk her on it. You can bet she won’t pull again. The halti works in a way that when they pull, the head is pulled to the left or the right, which makes them stop pulling. It has worked for every dog I’ve fostered, trained or owned.
The halti will also help with your laying down, she can’t lay or roll around with it on, she’ll be looking up the whole time.
